What Measures are funded under ECO4?

The ECO4 scheme, established by the Government, helps households achieve carbon neutrality. It offers grants for energy-efficient upgrades like new heating systems, insulation, and other measures to reduce emissions and energy bills

HOW IS ECO4 FUNDED?

The Government mandates major energy suppliers to support the Energy Company Obligation (ECO) scheme. This requires large energy suppliers to improve energy efficiency nationwide to cut carbon emissions. Additionally, ECO4, the newest version of the ECO scheme, focuses on low-income households.

It’s part of the Government’s strategy to improve energy efficiency in vulnerable households, where lower heating costs greatly improve quality of life. Moreover, Welsh homeowners and tenants in fuel poverty can apply for 100% non-repayable grants to improve their home’s energy efficiency.

Eligible households in Wales can claim ECO4 funding until March 2026. Notably, a household is in fuel poverty if they struggle to afford adequate heating. This is when more than 10% of their total household income is spent on heating daily. Severe fuel poverty is when over 20% of income goes towards heating.

Who is eligible for a grant?

ECO4 grants are for homeowners and private tenants in Wales with properties rated E to G and off the gas grid. Rural and properties heated by electric, oil, or LPG are usually less energy efficient but have the most potential for improvement.

Where a member of the household currently claims one of the following means tested government benefits:

Universal Credit
Child Tax Credits
Working Tax Credits
Income Support
Income Based JSA
Income Related ESA
Housing Benefit
Pension Savings Credit
Pension Guarantee Credit

In addition to the above, families on a low income who claim basic child benefit may also be eligible if their total household income is below the following certain thresholds.
